Motor carriers have a regulatory responsibility to ensure that all drivers operating under their USDOT number are sufficiently knowledgeable of and comply with all regulations contained in the Federal Motor Carrier Safety Regulations that are applicable to their operations. Specifically, "every driver and employee involved in motor carrier operations shall be instructed regarding, and shall comply with, all applicable regulations." 49 C.F.R. 390.3(e).
